1. Introduction
Welcome to the Kalimpong Municipality Citizen App (hereinafter referred to as “the App”). This App is developed and maintained by Kalimpong Municipality to offer various citizen-centric municipal services online. By accessing or using the App, you agree to comply with and be bound by these Terms and Conditions.
2. Services Offered
The App facilitates the following services, including but not limited to:
Online payment of municipal taxes (e.g., Property Tax, Water Charges, Solid Waste Management Fees)
Access to trade license services
Grievance redressal
Notifications and alerts related to municipal services
Status tracking of applications
3. User Registration and Responsibility
Users must register with valid and verifiable information.
You are responsible for maintaining the confidentiality of your login credentials.
Any unauthorized use of your account must be reported immediately.
4. Payment Terms
All payments made through this App are for municipal services provided by Kalimpong Municipality.
Transactions are processed via secure third-party payment gateways (e.g., Cashfree).
The user must ensure the accuracy of details before making any payment.
5. Refund & Cancellation Policy
Refunds will only be considered in the event of technical errors such as:
Double payment due to transaction failure
Incorrect deduction without service confirmation
No refunds shall be entertained for successfully completed transactions where services have been rendered.
Requests for refund must be submitted within 7 days of the transaction date through the app or municipality office, along with proof of payment.
The decision of Kalimpong Municipality regarding refund approval shall be final.
Refunds, if approved, will be processed within 15 working days to the original payment source.
6. Data Privacy
Personal information collected through the app is used only for service delivery and administrative purposes.
Kalimpong Municipality ensures compliance with applicable data protection laws.
Your data will not be shared with third parties without consent, except as required by law.
7. Limitation of Liability
Kalimpong Municipality shall not be held liable for any indirect, incidental, or consequential damages arising from use of the App.
We are not responsible for any delays, losses, or failed transactions caused by third-party payment providers or network issues.
8. Modification of Terms
Kalimpong Municipality reserves the right to change these Terms & Conditions at any time. Users will be notified through the App or official communication channels.
9. Governing Law
These terms shall be governed and interpreted in accordance with the laws of the State of West Bengal, India. Any disputes arising shall be subject to the jurisdiction of Kalimpong District Courts.
